Officer was on patrol. While driving through the area officers noticed several males loitering in front of the Building near a group of vehicles. Over the past few days there had been several neighborhood- lodged complaints of individuals standing outside this location engaging in selling drugs.

Officers identified one individual in a black hoodie with a black satchel around his shoulder, which appeared heavily laden, which officers believed to contain a firearm, based on previous calls in recent weeks.

Officers circled back through the area, identified the individual the officer was interested in investigating to his trainee, and they both exited the patrol vehicle. Several individuals that had previously been gathered began to walk away as we approached, among which was the suspect, the black male wearing the black hoodie and black satchel. Officers approached him on the sidewalk and told him to stop walking away from them. The suspect continued walking away, asking why he needed to stop, before quickly turning and running away from them. He ran around a vehicle and cut back towards the sidewalk and fell, and an officer presented his taser towards him and told him to stop. The suspect reached up and struck his taser with his hand as he began to deploy it, and the probes missed the suspect. Officer then attempted to represent his taser and he struck it again, and the probes discharged and one struck the officers right foot. The suspect got back on his feet and continued to run clockwise around a nearby building. As the officer was running he noticed a tingling sensation in his arms, which he recognized from his training as a taser connection. The wires or probes made contact with skin on his arms and completed a connection as he was running, causing neuromuscular Incapacitation, at which point the officer fell on concrete at the corner of the building. The officer got back up and continued to chase the suspect who was quickly detained by other officer
